Sun/Moon Praising

Players can vote in chat to change the time of day or weather.

Moon God (time of day):

• "praise the moon" votes to set the time to night.
• "curse the moon" votes to set the time to day.

Sun God (weather):

• "praise the sun" votes to clear rain and thunder.
• "curse the sun" votes to start rain.

Each player can vote once per god in a voting round. Praises add one vote,
while curses subtract one, so opposing votes cancel each other out.

Required votes are the online player count divided by 5 (16 or fewer players)
or divided by 7 (more than 16 players), rounded down, with a minimum of 1
and a maximum of 20 votes.

Once a vote succeeds, both gods share a global 2-hour cooldown.
